인천광역시공고 제2007 - 168호 용역사업 집행계획 및 사업수행능력평가서 제출안내 공고 건설기술관리법 제21조 제1항 및 동법시행령 제37조 및 제38조 규정에 의거 용역 집행계획 및 사업수행능력 평가자료 제출안내 사항을 다음과 같이 공고합니다. 2007년 06월 25일 인천광역시 종합건설본부장 1. 용 역 명 : 용현 갯골수로 친수공간조성사업 기본 및 실시설계 2. 시행기관 : 인천광역시 종합건설본부 3. 용역사업의 주요내용 용 역 명 용역개요 용역비 과업기간 용현 갯골수로 친수공간조성사업 기본 및 실시설계용역 자연친화적 조성:827m 424,930,000 (부가세 포함) 착수일로부터 8개월(240일) 4. 용역사업 참여업체 자격 ○ 엔지니어링 기술진흥법 제4조 제1항의 규정에 의거하여 과학기술부에 건설부문(수자원개발, 토목구조, 토질및기초, 측량 및 지형공간정보)과 환경부문(수질관리)에 신고를 필하고 해당 기술사를 보유한 업체 이어야 합니다. ○ 측량법 제39조의 규정에 의거 건설교통부에 공공측량업의 등록을 필한 업체 이어야 합니다. ○ 상기 자격을 갖춘 업체는 단독 또는 2개사 이내로 공동이행방식에 의한 공동도급이가능하며, 엔지니어링 기술진흥법 4조 제1항의 규정에 의거하여 과학기술부에 건설부문(수자원개발, 토목구조, 토질 및 기초, 측량 및 지형공간정보)과 환경부문(수질관리)의 5개분야 중 2개이상의 분야에 신고를 필한 인천광역시업체와 공동도급으로 참여할 경우 지방자치단체 기술용역적격심사 세부평가 기준(행정자치부 예규 제228호)에 의거 참여비율에 따라 가점합니다. 5. 용역업체 선정 및 입찰방법 ○ 건설기술관리법 시행령 제38조, 같은법 시행규칙 제13조 별표5 제1호에 의한 설계 등 용역업자 선정 평가기준에 의거 평가 ○ 입찰참가 대상업체는 평가결과 81.48점 이상을 득점한 업체를 입찰에 참여 할 자로 선정한다, 다만, 81.48점 이상 업체가 1개사인 경우 재공고한다. ○ 지방자치단체를당사자로하는계약에관한법률 제13조 및 같은법 시행령 제42조에 의거 최종 낙찰자 선정 6. 용역사업 참여일정에 관한 사항 가. 용역사업 참여업체 참가등록 신청 : 2007. 06. 29 (13:00~18:00) 나. 용역사업수행능력평가서 및 세부평가기준, 평가서 작성지침 : 인터넷게재 - 우리시 홈페이지(http://jonggeon.incheon.go.kr) 다. 사업수행능력평가서 작성 제출 : 2007. 07. 05 (13:00~18:00) 라. 참가등록안내 및 평가서 제출 장소 : 종합건설본부 하수팀 마. 입찰예정일시 : 2007. 7월중(별도 통보예정) 7. 기타 입찰참가에 필요한 사항 가. 참가등록시에는 업체대표 또는 그 대리인이 위임장을 지참하여야 합니다. 나. 평가참가자는 작성 안내서에 의거 사실대로 작성 제출하여야 합니다. 다. 기 제출된 서류는 일체 반환되지 않습니다. 라. 평가서 작성안내서 및 세부평가기준에 대해서는 별도로 배부하지 않을 예정이니 인천광역시 홈페이지의 공고란(입찰정보)에서 다운받아 참고하시기 바랍니다. 마. 기타 자세한 사항은 종합건설본부 하수팀(032-440-5232)로 문의 하시기 바랍니다. Scope of Work Service Name Details Total Amount Period of Work Hydrophilic Space Creation enterprise Basic and Detail Design for Area in Yonghyun getgol Waterway - Natural Friendship Creation : 827m 424,930.000 ( include VAT ) For 8 months since commencement day ( 240 days ) 4. Qualification of Companies ○ A company has to register to the Ministry of Science and technology as an engineering agency into action in the construction part (water resources development, Engineering works structure, soil and foundation, Measurement and terrain space information ) and environment part (man agement of water quality) in accordance with the paragraph 1, article 4 of the Engineering Technology Promotion Law. ○ A company has to register to the Ministry of Transportation and Construction at least one or more among the field of geodetic survey, coastwise survey and public survey in accordance with article 39 of Surveying Law. ○ Companies may associate themselves to enhance their qualification. But the maximum number of participating companies will be limited within two(2). In case of association with the company in Incheon which registered 2 or more sections of the construction part (water resources development, Engineering works structure, soil and foundation, Measurement and terrain space information) and environment part (man agement of water quality) in accordance with the paragraph 1, article 4 of the Engineering Technology Promotion Law, those companies will be get extra credit by the Regulation No. 228 of the Ministry of Government Affairs and Home Affairs 5. Selection and Bidding Method of service Companies ○ Service companies shall be selected by Selection Appraisal Standard of service company including Design, etc. in accordance with Article 38 of the Enforcement Regulations of the construction Technology Management Law and NO. 1, 5, Article 13 of the Enforcement Rules of the Law ○ The bidder which obtains higher than 81.48 scores shall be selected for participation into the bidding. However, in case the number of the bidder scoing higher than 81.48 is one, the bidding shall be re-notified. ○ Final successful bidder shall be decided under Article 13 of the Law related to the agreement regarding Local Government as a contracting party and Article 42 of the Enforcement Regulations of the law 6.
