Green Infrastructure(도시녹지기반제도)는 1990년대 중반 미국에서 토지이용계획 결정단계에서 자연환경의 중요성을 강조한 것에서부터 기인한다. 특히, 상호연관성이 강조되는 자연생태계망을 통한“생명유지”기능을 강조하고 있다.
미국 환경보호국(EPA)에서는 오염된 강우유출수를 처리하기 위한 자연시스템이나 인공시스템을 적용함으로써 지자체에서 강우유출수를 관리하는 개념으로 확대해가고 있다.
본 보고서에서는 미국 12개 지자체의 사례를 통해 "빗물관리정책"이 어떻게 전개되어 왔고 이행되어 왔는지를 보여주고 있다. 또한 그 과정에서 여러 가지 시행착오를 겪게되며 이를 통해 중앙정부와 주정부간의 협의와 조율이 중요하다는 점을 재차 강조하고 있다.
본 보고서를 통해 국내 "빗물관리"와 "수자원개발" 정책수립을 담당하고 있는 중앙정부와 지자체 공무원들에게 유익한 참고자료가 될 것으로 판단한다.
