지구온난화와 화석연료고갈를 대체할 수 있는 에너지가 필요하다. 대표적으로 풍력에너지가 있으며 태양에너지와 달리 낮과 밤 언제든지 사용가능하다. 에너지보안에 취약한 타이완에서는 정부차원에서 작은 규모의 풍력에너지를 적용하고자 했으나 생각보다 에너지 효율이 좋지 못했다. 본 분석문은 작은 풍력 에너지 시스템을 위한 주요 요소들에 대해 전략과 분석모델들을 제시하여 작은 규모의 풍력에너지원에 대한 해결 방안을 제시하고 있다.
