지속가능한 바이오연료 중 하나인 바이오에탄올은 원료에 따라 1차, 2차, 3차 바이오에탄올로 나뉜다. 바이오에탄올에 대하여 1차 보다 2차 원료가 기후변화에 대응하기 위한 방안으로 더 적절하다는 것이 일반적으로 인식이 되어 왔다. 본 리포트는 1차와 2차 바이오에탄올에 대하여 과학적인 근거를 바탕으로 다각적인 요소를 비교 분석하였다. 그 결과들을 종합한 결과, 2차 바이오에탄올이 1차 바이오에탄올보다 좋다는 과학적 근거가 불충분함을 주장하고 있다.
