Waldenfels, Code 3230.JW, 202-767-3003; Contracting Officer Carol Parnell, 202-767-3003 The Naval Research Laboratory has a requirement under full and open competition, NAICS (formerly SIC Code) 541710 (500 employees), for on-site experimental and theoretical research in pulsed power engineering, X-ray radiation physics, and plasma physics. All responsible sources may submit a proposal, and NRL will consider those proposals. This effort will further research of the Pulsed Power Physics Branch of the Plasma Physics Division in the areas of advanced pulsed power development, plasma radiation sources, intense electron- and ion-beam applications, and electromagnetic railguns. Experiments will be performed on existing pulsed power drivers at NRL including Hawk, Gamble II, and any new pulsed power drivers built during the performance period of this contract. The research nature of the work requires the design, fabrication, and fielding of experimental apparatus and diagnostics, as well as the capability to operate pulsed power generators and to analyze and theoretically model experimental results. Including options, a level of effort of approximately thirty person-years is anticipated, or a person loading of approximately 7.5 person-years per year performed approximately as follows: a full time experimental physicist, a full time theoretical physicist, one or more scientists equating to one full time equivalent position, approximately one to one and a half person-years for part time experts, and three person years for full time technicians. The RFP will include an estimate for part-time experts who have participated in this field; however, offerors will be able to substitute their own experts and estimate if they so desire. It is anticipated that the key personnel will be those proposed for the theoretical and experimental physicist positions. The following is a synopsis of personnel qualification requirements; full detail will be provided in the RFP. It is strongly desired that the experimental and theoretical physicists each have at least a master's degree or equivalent and at least four additional years of experience in pulsed power plasma physics. A master's degree or equivalent is desired for the scientist(s) as well as experience in fielding and carrying out experiments on pulsed power generators. Required technician experience involves maintaining, operating, and supporting experiments on pulsed power generators, including maintenance of large vacuum systems and familiarity with high voltage capacitor systems. Consultant support will involve recognized experts in pulsed power physics, pulsed power engineering, or plasma physics. Except for administrative support effort, performance will be at NRL, using special facilities at NRL's Washington, DC site, particularly NRL's Hawk and Gamble II pulsed power drivers. The requirement will be structured as a base year and three option years with an anticipated start date of approximately June 1, 2001. A Secret facilities clearance will be required, though all classified material will be generated and stored at NRL, and it is anticipated that eligibility for SECRET clearance for all technical personnel will be required, with potential for more restrictive clearance requirements during performance. Proposals will be due approximately 30 days after the solicitation is issued. This procurement will provide a continuation of support that has been provided by JAYCOR, of San Diego, under current contract, N00014-96-C-2026. (JAYCOR has been performing the same or similar functions at NRL at least since the mid-eighties.) A single award of a CPFF term type contract is contemplated.
