PROGRAM OBJECTIVES, SCOPE AND FUNDING: The mission of the Defense Advanced Research Projects Agency's (DARPA) Defense Sciences Office (DSO) is to identify and pursue the most promising technologies within a broad spectrum of the science and engineering research communities and to develop those technologies into important, radically new military capabilities. To this end, DSO is soliciting proposals for advanced research and development in a variety of enabling technical areas as described below. Proposals may be either basic or applied research. However, in all cases, proposers should demonstrate that their proposed effort is aimed at high-risk/high-payoff technologies that have the potential for making revolutionary rather than incremental improvements to national security, including emerging threats and operational challenges. Before preparing proposals, potential offerors are strongly encouraged to contact the DARPA DSO Program Managers whose programs best match the offeror's field of interest. Multiple awards are anticipated. The amount of resources made available to this Broad Agency Announcement (BAA) will depend on the quality of the proposals received and the availability of funds. This BAA constitutes the entire solicitation for this effort. No Proposer Information Pamphlet or other additional information will be published, nor will a formal request for proposal, or other solicitation, regarding this research and development be issued. Requests for same will be disregarded. TECHNICAL TOPIC AREAS OF INTEREST TO DSO: New Materials, Materials Concepts, Materials Processing and Devices: Specific areas of interest include, but are not limited to: Structural and Multifunctional (structure + function) materials; Functional materials (ferroelectric, magnetic, etc.); Engineered materials (meta-materials); Nanomaterials, including carbon nanotubes; Smart materials and structures; Optical materials; Mesoscopic machines and devices; Biomaterials and biomimetic materials; Materials and devices for sensors; Materials and concepts for power generation and storage at all scales; Materials and concepts for advanced (beyond silicon) electronic materials and devices; Novel approaches for materials discovery, processing or manufacturing and insertion; Non-destructive evaluation, property/life prediction and related technologies; and Fracture phenomena and prognostics. Advanced Mathematics: Application of advanced mathematics to problems of interest to the Department of Defense (DoD). Specific areas of interest include, but are not limited to: Signal and image processing; Fusion of sensor data; Fast, scalable scientific computation; Quantum information science; Virtual materials development, processing, and evaluation; and Virtual electromagnetic testing. Biowarfare and Chemical Warfare Defense: Technologies to render biological and chemical warfare attacks against the U.S. military harmless: Specific areas of interest include, but are not limited to: Sensor technology; External protection (clothing, masks, etc.) for soldiers; Protection, decontamination of materials and equipment; Advanced medical diagnostics; Medical countermeasures against both known and unknown pathogens; and Self decontamination concepts. Applications of Biology to Defense Applications: Specific areas of interest include, but are not limited to: Cell and tissue based biosensors; Approaches for controlling biological systems; Hybrid biotic/abiotic systems; Bio-inspired systems; Biomaterials/ bioprocessing; Investigation of behavior biointerfaces; Biological motors; and Biological based energy conversion systems. Other Technical Areas: DSO will accept any other technical ideas that have the potential for radical improvement to national security. PROPOSAL SUBMISSION AND DEADLINES: Both the proposal white paper (optional) and/ the full proposal must be submitted in accordance with the requirements and procedures identified in this BAA. These requirements and procedures include the form and format for proposal abstracts and proposals. DSO is under no obligation to review and evaluate any submission that does not conform to form and format requirements identified in this BAA. Proposals may be submitted at any time until the final proposal deadline of 4:00pm ET 28 June 2001. Proposals will be evaluated against the criteria set forth in this solicitation and within 30 days of receipt an offeror will be notified either that: 1) the proposal has been accepted and will be funded; 2) the proposal has been accepted but funding availability has not yet been determined; or 3) the proposal has not been accepted and will not be funded. One copy of proposals that are not accepted will be retained for administrative purposes. The other copies of the non-accepted proposals will be destroyed. The Government reserves the right to select for award all, some, or none of the proposals received in response to this announcement. The Government also reserves the right to fund proposals in phases with options for continued work at the end of one or more of the phases. Proposals identified for funding may result in a procurement contract, grant, cooperative agreement, or "Other Transaction," depending upon the nature of the work proposed, the required degree of interaction between parties, and other factors. The offeror must submit a separate list of all technical data or computer software that will be furnished to the Government with other than unlimited rights (see DFARS Part 227). WHITE PAPER SUBMISSIONS: Prior to submission of a full proposal, the submission of up to an 8-page white paper is encouraged (but not required). The first page of this submission should contain the cover sheet information as outlined below. The last page should be a summary of the estimated costs of the program broken out by years and participants. The remainder of the white paper should be a shortened version of the full proposal as described in the next section. Text and page format will be the same as that for the full proposal. Proposers should submit one (1) original and three (3) copies of the white paper. The offerors will be informed within 30 days of receipt of the white paper whether a full proposal is recommended. This recommendation is for the benefit of the proposer and is not a guarantee that the full proposal will be funded. All full proposal submissions will be evaluated regardless of the disposition of the white paper. White papers received after April 27, 2001 will not be evaluated.
