Ketchum, 937/865-4260 As defined by individual firm fixed price task orders, the Department of Energy (DOE) Ohio Field Office (OH) has a need for a contractor to provide all the management, supervision, labor, materials and supplies necessary to provide organizational development support services. The contract will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a base period of performance of three-year and two one-year options. The government minimum hours ordered during the base period will be 300 hours over three years and the maximum will be 5500 hours of organizational development services. The contract will facilitate management/team workshops using the assessment methodology known as SMYLOG. Written reports including illustrated assessment findings will be developed. The contractor will use the assessment plus existing SYMLOG baseline date to develop action items as well as tracking progress of these action items. Follow-up development and implementation activities will be required on-site, via telephone and in written consultations to provide services necessary to sustain the organization at efficiency and morale leading up to and including the closure of OH. Knowledge of DOE Headquarters and field office structure or extensive knowledge of other organizations similar to DOE in structure will be necessary for the contractor to have the cultural awareness to suggest transition pathways for those OH employees who wish to remain with DOE after OH closure. The contractor will promote OH workforce enthusiasm for implementation of safety initiatives and conduct operations programs and initiatives. The contract will also provide facilitation services to special teams in the design and development of program components. The contract will develop performance measures to show program impact as well as develop training services to support program objectives. The contractor will also use its experience in dealing with organizational entities within a cooperative environment to blend together vision, strategic goals and existing cultures to optimize the productivity and morale of the OH organization. This is a competitive Small Business Set-A-Side and interested firms under NAICS 54169 should submit an interest in the RFP. The base performance period is from April 1 2001-March 31 2004 with 2 one year options, April 1 2004-March 31 2005 and April 1 2005-March 31 2006.
