The Advanced Technology Program(ATP) began in 1990 as an experiment in industry/government collaboration to speed the development of high-risk generic technologies with a high potential for major economic payoff.
In 1993 and 1994 the National Institute of Standards and Technology(NIST)received 608 White Papers from the U.S. technical community covering a wide spectrum of opinion about technical community covering a wide spectrum of opinion about ttechnologies deserving national attention and publicsupport.
This report explores why the authors of the White Papers decided ti submit their technical ideas ti an agency of the federal governments rather than pursue them privately, and analyzes their arguments for seekingand justifying public funding.
