The National Science and Technology Council's (NSTC's) Committee on Environment and Natural Resources (CENR) established an interagency working group in July 1995 and charged it to "recommend a frame-work for an integrated monitoring and research network that allows evaluation of the Nation's environmental resources (e.g., air, water, soil, plants, animals, and ecosystems)." The resulting Framwork will build upon the strengths of the Nation's existing environmental monitoring and related research networks and programs. A fully produce greater cost-effectiveness while continuing to meet individual agency missions.
