[Purpose of the report]
Climate change is seen as a significant challenge society has to confront in the future. Uncertainly surrounds the scale and nature of the problem, however, and arguments rage concerning its cause and likely effects. Effective policies to deal with the problem are thus difficult to specify with any certainty or conviction, and the role to be played by research and technological development has hitherto been under-valued. The purpose of this report is:
- to identify and clarify the ways in which research and technological development policies can play a part in meeting the challenge presented by climate change;
- to elaborate on the objectives, scope and content of such policies;
- to identify crucial elements which need to be considered in the design of these policies.
