this report explore the complex issues that are most relevant to the developmnet of such quality assessment mechanisms, using the experience and insights of fellows of the Royal Academy of Engineering and the advice of international experts. It concludes that excellence in engineering is idenfied by five Characteristics - including, but not limited to, the quality of published research finding - and that it is in the combination of these characteristics that excellence in engineering is to be found. No single measure of quality can be used in isolation to present the true picture. Policymaker must recognise and asses these five characteristics if they are to simulate successfully the engineering activities that impact beneficially on wealth creation and quality of life in the UK.
