The introductory summary cover letter to this NRA notes that starting with this ROSS 2000 NRA the Office of Space Science(OSS) is beginning to reorganize its research programs into a series of Clusters to allow the eventual consideration of the reallocation of resources in compliance with evolving NASA program priotiries and strategy. This Introduction and Over view to Appendix A provides a guide to the contents of this Appendix and the relationship of the Clusters and their program components to the OSS science themes.
