where does innovation come from? the top-down versus bottom up argument has largely been settled in favor of entrpreneurshop it is on individual enterprises - many of them still fragile or as yet not created - that Europe's future competitiveness depends, rather than on governments
the public sector will continue to play a key role, but is likely to intervene less and facilitate more Increaseingly, policy-makers see their job as to create an environment conducive to innovation and then to stand back policy will monitor benchmark and spread best practice but will act directly less than in the past
at European level this approach can be seen in the way the commission manages the innovation relay centres and the regional innovation strategy projects now coalsecing into a single network of innovating regions in europe having established an infrastructure for intra and inter regional innovation it now often hands-off central support in response to the needs of the aprticipants
