The Nuclear Energy Agency started the International Nuclear Emergency Exercise (INEX) programme with the tale-top exercise INEX 1, which allowed the 16 participating countries to examine how their response mechanisms addressed the international aspects of a large-scale nuclear emergency. Based on the experience from INEX 1, a series of more realistic exercises, INEX 2, was developed and organised by the NEA. These exercises used as a basis a national-level emergency exercise at an existing power, and superimposed three INEX 2 exercise objectives

◆ public information
◆ decision making based on limited information and uncertain plant conditions.
