Assuring Future Nuclear Safety Competencies


The Committee on Nuclear Regulatory Activities (CNRA) of the OECD/NEA identified the maintenance of neclear safety competencies in the regulatory authorities as one of the most critical challenges to effective regulation of the nuclear power industry in member countries in the coming decades. The CNRA resolved that a workshop should be held to identify ways of recruiting, educating, training and retaining staff, so to preserve an adequate level of staffing and an adequate nuclear safety knowledge base in both the regulatory authorities and the industry. This report reviews previous relevant work, in particular the budapest workshop and earlier studies aimed at quantifying the problem. These include a study carried out by an Expert Group set up under the auspices of the Committee for Technical and Economic Studies on Nuclear Energy Development and Fuel Cycle(NDC) of the OECD/NEA and a study carried out by the US Nuclear Engineering Department Heads Organisation(NEDHO). The report then addresses the recommendations from the Budapest workshop and formulates specific practical proposals to the CNRA to implement those recommendations, taking account of the examples of best practice described at the Budapest workshop or otherwise brought to the attention of the task group. Finally, the task group's proposals adequately address those recommendations.
