Excellence Clusters are an extension of the Excellence in Cities programme to specific areas of need within LEAs. Excellence in Cities has focused on urban Local Education Authorities which face a range of characteristic problems including unemployment,low expectations and income, poor housing, overcrowding and high levels of mobility. All authorities which meet the Government's criteria for inclusion are now covered by the EiC programme. However, similar circumstances also exist in areas within larger, or less uniform LEAs. Excellence Clusters are designed to address this issue by offering a targeted programme of intervention to specific groups of schools within these authorities.
