This report summarizes the history and development
of today’s international satellite communications
industry, and the organizational changes within
Intelsat, Inmarsat, and Comsat. In addition, the
report examines Congress’ efforts to affect the
continuing development of these three satellite
organizations, the issues concerning specific
legislative provisions, the current status of this
legislation, and the most recent developments since
the passage of related legislation. Finally,
Appendix A provides a history of the creation of
all three satellite communications entities.
