The Zumwalt(DD-21) class destroyer is the Navy's planned next-generation surface combatant. Some press reports in recent weeks have included the DD-21 on a list o fmajor defense programs that may receive special scrutiny in the Bush Administration's top-to-bottom review of U.S. defense policy and programs. Two industry teams are now competing for the right to design and ship. On March 1, 2001 the Navy announced that the date for selecting the winning design will be delalyed about two months, until May 2001. The DD-21 program raises potential issues for Congress regarding the ship's proposed characteristics and cost, technical risk, and defense transformation. This report is intended especially for Members and staffers who track the defense budget.
