Debate over opening of the coastal plain the Arctic National Wildlife Refuge(ANWR) to petroleum exploration and development is being revived in the 107th Congress. The North Slope is home to the largest oil field in North America, Prudhoe Bay, estimated at 13 billion barrels of oil in 1996. The North Slope is also the site of America's second largest oil field, Kuparuk River, and to the largest oil field discovered in the last decade in the United States, Alpine Field. The North Slope is also home to a diverse, unique, and fragile ecosystem resulting in extensive federal, state, and local regulatory protection. In part because of increased restrictions since the discovery of Prudhoe Bay, operators have developed less environmentally intrusive ways to develop arctic oil, primarily through innovations in technology.
