The Bush Administration's 2001 Quadrennial Defense Review, submitted to Congress on September 30, 2001, left unchanged, at least for the time being, the plan for a 310-ship Navy approved by the Clinton Administation in the 1997 QDR. The Bush Administration's FY2003-FY2007 Future Years Defense Plan(FYDP), submitted to Congress on February 4, 2002, calls for the procurement of an average of 6.8 new ships per year - less than the 8.9 new ships per year that would be needed to support a 310-ship fleet over the long run. This report will be updated as events warrant.
