For R.W.O. Flanders, the year 2000 has been a year of transition. The balance-sheet for the policy period just ended and for the past decade has been drawn up. This sutdy is shown in the Expenditure analysis of 1991-2000, enclosed with this annual report.
Building on the 1996-2000 Policy plan and the 1991-2000 Expenditure analysis, the Policy plan for 2001-2005 is set out, following the general framework of Government policy and in consultation with the Flemish scientific Community; it is enclosed with this report.
The elaboration of F.W.O. Flanders' policy took place at the same time as were working out science policy with the Flemish Government, so that in budget terms 2000 was also a year of transition, with static, though admittedly mainly index-llinked, subsidies.
We should mention the purpose of the 4% of the 1997 Flemish subsidy for which the Government can lay down priorities. Thirty millions was allocated to large conferences in the second half of 2001 and the first half of 2002, with the intention of giving Flanders a higher international scientific profile. The remaining seventy millions, together with a hundred millions from 1998, and a further hundred millions from 1999, were committed to the planned Max-Wildiers fund.
