They wanted to improve the efficiency of various components of the project and reduce overall costs. The first segment of the I-90 project to be considered for a VE study was the third Lake Washington floating bridge. VE offered a way to incorporate many of the new applications for floating concrete structures that had been developed in the offshore oil industry and other marine projects. A consultant was engaged to perform the value engineering study. Value engineering got its formal start in other programs of the Washington State Department of Transportation in 1983. Top management recognized that it was an effective tool for more efficient project management and directed that it be incorporated into management of major projects on a routine basis. * VE. Made in Taiwan, Liou, Ching-song, SAVE Proceedings - 1990 International Conference of the Society of American Value Engineers SAVE Proceedings (Society of American Value Engineers) v 25, p 133-138, 1990 Abstract : The paper discusses the first implementation of value engineering on construction by the Department of Rapid Transit System (DORTS) in Taiwan. Because of the success of this pioneer VE study, the City Mayor approved a budget of NT$DLR 32 million ($DLR 1.28 million US) for fiscal year 1990 (July 1, 1989-June 30, 1990).
