Some codes were used more frequently than others in wasteload allocations and Section 208 planning studies, particularly the QUAL1/QUAL-II(QUAL2) models. One element of the NCASI's surface water quality modeling program was designed to thoroughly examine and test the integrity of these model codes. The major objective of the reviews was to insure that models used for waste load allocations were reliable and not limited by coding errors or inappropriate representation of river processes. This paper first reviews the extensive study by NCASI/Tufts University of the QUAL2 model and the development of the QUAL2E/UNCAS model; and, the more recent NCASI study of the WASP4 model code. Both models are now fully supported by the EPA Center For Environmental Assessment Modeling (CEAM). The NCASI experience with model code examination has illustrated a need for the critical review of models that are extensively used in the public domain for waste load allocation. Model codes should be subjected to independent peer review and scrutiny before they are released into the public domain. Secondly, the multiple options represented in the more advanced models of algal kinetics and sediment-water column interactions are generally not well understood by many modelers who use these codes. Consequently, it is important that model documentation manuals provide detailed and clear instructions on how and when the model options should be used and the input data requirements. The need for this detail is frequently underestimated by authors of model user and documentation manuals. The NCASI studies of the QUAL2 and WASP4 models were designed to provide a further technical examination of important model codes and to augment published manuals.
