Navy Zumwalt(DD-21) Class Destroyer Program : Background and Issues for Congress 스크랩

The Zumwalt(DD-21) class destroyer is the Navy's planned next-generation surface combatant. Some press reports in recent weeks have included the DD-21 on a list o fmajor defense programs that may receive special scrutiny in the Bush Administration's top-to-bottom review of U.S. defense policy and programs. Two industry teams are now competing for the right to design and ship. On March 1, 2001 the Navy announced that the date for selecting the winning design will be delalyed about two months, until May 2001. The DD-21 program raises potential issues for Congress regarding the ship's proposed characteristics and cost, technical risk, and defense transformation. The Experimental program to Stimulate Competitive Research(EPSCoR) of the National Science Foundation(NSF) was established by Congress in 1978, partly in response to concerns in Congress and the concerns of some in academia and the scientific community about the geographic distribution of federal research and development (R&D) funds. It was argued that there was a concentration of federal R&D funds in large and wealthy states and universities, and that the continuation of such funding patterns might ensure a dichotomy between the "haves" and "have-nots"

Navy CVN-77 and CVNX Aircraft Carrier Program : Background and Issues for Congress 스크랩

On March 23, 2001, the Washingto Post reported that the Bush Adminstration's top-to-bottom review of U.S. defense policy and programs "is likely to call on the Navy to stop building huge aircraft carriers and start designing a new, smaller carrier that is less vulnerable to missiles." Such a change, if implemented, would have major implications for Navy operations, force-structure planning, procurement programs, and budgets. In particular, it could lead to the curtailment or cancellation of the Navy's CVNX next-generation aircraft carrier program. A shift toward production of smaller carriers could also significantly affect the U.S. aircraft carrier inducstrial base, including Newport News Shipbuinding of Newport News, VA, the nation's only builder of large-deck, nuclear-powered aircraft carriers. Potential issues for Congress include the merits larger vs. smaller carriers, potential options for what a smaller carrier might look like, and acquistion strategy and the aircraft carrier construciton industrial base. This report is intended primarily for Members and staffers who track defense issues, particularly those relating to the Navy. It will be updated as events warrant.

Navy Ship Procurement Rate and the Planned Size of the Navy : Background and Issues for Congress 스크랩

The size and structure of the Navy will likely be a key issue in the Bush Administrations' top-to-bottom review of U.S. defense policy and programs. The Clinton Administration planned a Navy of about 310 ships. A Defense Department report last year suggested that a fleet of about 360 ships is required to meet all operational demands. The Bush Administration has expressed a strong interest in defense transformation but has not indicated what this might mean for the size or structure of the Navy. Navy ship procurement rates in recent years have been below the rate that would be needed to maintain a 310-fleet ship over the long run. This report is intended primarily for Members and staffers who track defense issues, it will be updated as events warrant.
