Military Space Activities:Highlights of the Rumsfeld Commission Report and Key Organization and Management Issues 스크랩

Congress created three commissions in 1999 to assess certain aspects of space activities conducted by the Department of Defense(DOD) and the Intelligence Community(IC). One of these, the Commission To Assess U.S. Natioinal Security Space Management and Organization, was chaired by Donald Rumsfeld and issued its report in January 2001. Now that Mr. Rumsfeld is Secretary of Defense, the conclusions and recommendations of the "Rumsfeld Commission" are expected to receive increased attention. This report provides an overview of the Rumsfeld Commission's report and identifies key issues about the organization and management of national security space activities on which Congress is expected to focus. More information on military space activities, and brief summaries of the reports of the other two commissions(regarding the National Reconnaissance Office and the National Imagery and Mapping Agency), are in CRS Issue Brief IB92011.

Nuclear Weapons for Destroying Buried Targets 스크랩

The FY 1994 National Defense Authorization Act barred R&D that could lead to production of a nuclear weapon with an explosive yield under 5 kilotons. In 1999, the Department of Energy(DOE), out of concern over violating that ban, could not help the Department of Defense(DOD) study defeating deeply buried or hardened targets. In response, Congress included in the FY 2001 National Defense Authorization Act a provision directing DOE to help DOD with such a study. This report provides technical and legislative background, strategic implications, and pros and cons of this provision. It is written for those interested in nuclear weapons, nuclear testing arms control, nonproliferation, and weapons to attack buried targets.

URL : http://www.cnsi.ucla.edu/ 6. 내용소개 : 미국의 UCLA와 UCSB가 협동하여 California Nanosystem Institute을 만들기 위한 연구 계획서 입니다. 나노스케일의 소자나 부품을 macroscopic한 enable 시스템으로 만들기 위한 연구 제안서로서 여러 과학기술분야의 협력이 필요한 사업으로 역설이 되어있습니다. 현재 우리나라를 비롯하여 전세계적으로 나노 관련 연구 과제가 시작되고 있지만 시스템 레벨에 대한 연구는 많지 않습니다. 따라서 21세기의 주요 기술이 될 나노 소자 혹은 시스템 관련 연구자들에게 큰 도움이 되리라 봅니다. 분석자 서문 : 본 보고서는 미국의 UCLA (Uniertsity of California at Los Angeles)와 UCSB (University of California at Santa Barbara)가 공동으로 추진하고 있는 캘리포니아 나노시스템 연구소 [1] (CNSI: California Nanosystem Institute)에서 기업들의 연구비 출연을 유도하기 위해 작성한 연구제안서를 분석한 것이다. 원문은 총 40쪽으로 연구계획이 약 절반 가량인 20쪽 정도이며 나머지는 나노과학/기술 교육계획과 산업체와의 협력계획, CNSI가 추구하는 주요한 연구의 timeline, CNSI의 조직도 및 참여 교수진에 대한 간략한 소개로 이루어져 있다. 본 보고서는 이중에서 전반부에 해당하는 연구계획 부분만을 분석 요약하였으며 이 부분의 후반부에 있는 CNSI의 시설 및 보유장비 등의 인프라에 대한 부분은 제외하였다. 나노과학/기술은 최근에 전세계적으로 많은 관심이 집중된 가운데 연구가 진행중인데 많은 연구가 특정한 전공분야 내에서 이루어지고 있는데 반해 CNSI는 UCLA와 UCSB 내의 다양한 나노과학/기술 연구활동을 전공간 벽을 허무는 상호연구를 통해 보다 차원 높은 나노시스템을 구현하고자 하고있다. 원문은 연구제안서로 작성되었기 때문에 CNSI의 주관적 관점에서 기록된 내용이 많은데 본 분석보고서는 그러한 주관적 관점을 객관화하여 기록하고자 노력하였다. 나노과학/기술에 관심이 있는 분들에게 나노과학/기술을 시스템 차원으로 보고 연구에 접근할 수 있는 자료가 되기를 바란다. 이 자료의 분석은 Louisiana State University 전기/컴퓨터 공학과의 이정봉 교수님께서 수고해주셨습니다. 궁금하신 점은 교수님께 문의하시기 바랍니다. e-mail: jblee@ee.lsu.edu 첨부화일 .California Nanosystem Institute research proposal 이정봉.pdf .California Nanosystem Institute research proposal 원문.pdf
