Final report on a study to conduct a cost-benefit assessment of radio propagation research 스크랩

This report has been prepared for the Radiocommunications Agency by The Smith Group Limited. It is the final report on a study to conduct a cost-benefit assessment of radio propagation research. Section 2 provides an overview of the national propagation research programme and its management. Section 3 reviews techniques for research assessment and describes our approach to research cost-benefit assessment, which is then applied to two case studies: - research to investigate the feasibility of using dual polarisation in fixed links at 38GHz(section4); - research into propagation at 42 GHz to support the planning and deployment of Multimedia Wireless Services(MWS)(section 5) These two case studies were selected in discussion with the RA, as reasonably self-contained and illustrative of some of the different issues facing cost-benefit assessment. Section 6 considers the use of bibliometric techniques and section 7 summarises the conclusions and recommendations. Supporting calculations are given in the appendices.
