this report provides from a project conducted by the science and technology policy Institute(S&TPI) at RAND for the National Science Foundation(NSF). NSF request a report on the current and future need for global technology assessment and science and technology information among government and industry decisionmakers and researchers. In particular, NSF asked S&TPI to examine the role of the world technology Evaluation Center(WTEC) in providing global technology assessment services in the future. paul Herer, Engineering Directorate, NSF, commissioned the study.

Report to the Honorable Scott Klug, House of Representatives DOD uses its planning, Programming, and budgeting process for making funding decisions, and DOD components ultimately make site-specific decisions. When DOD received less funds than requested or rescissions occurred, Environmental Security provided written or oral guidance for DOD components' actions. Cleanup schedule delays occurred at installations when the funding received was more or less than planned. Reports of cleanup schedule and other impacts varied according to individual project circumstances and were not clearly linked to installation planned and allocated funding levels.
