Our theme this year is Renewable Energy : Energy Efficiency, Policy and the Environment Under the auspices of tthe International Steering Committee representing over 150 countries , many at ministrial level; over 1000 abstracts of papers were received and 250 top experts and scholars have been invited as speakers. The Technical Committees have selected 630 papers in total, to form the present programme. this has been a mammoth task for all the technical mommittees which met regularly over the last two years, planning and reviewing abstracts and papers. This is one of the main International Congress where all the papers are referred. We all owe them a debt of gratitude and appreciation.

The Advanced Technology Program(ATP) began in 1990 as an experiment in industry/government collaboration to speed the development of high-risk generic technologies with a high potential for major economic payoff. In 1993 and 1994 the National Institute of Standards and Technology(NIST)received 608 White Papers from the U.S. technical community covering a wide spectrum of opinion about technical community covering a wide spectrum of opinion about ttechnologies deserving national attention and publicsupport. This report explores why the authors of the White Papers decided ti submit their technical ideas ti an agency of the federal governments rather than pursue them privately, and analyzes their arguments for seekingand justifying public funding.

資源環境技術總合硏究所報告 (弟22號) : 발파공내의 폭약의 폭굉성과 정밀제어발파에 관한 연구 스크랩

발파작업에서의 효율적이며 안전한 제어발파를 개발하기 위하여 발파공내에 있는 폭약의 폭굉성을 해명하고, 뇌관의 기폭시간을 高精度로 제어할 수 있는 정밀기폭법 에 의한 제어발파법의 개발과 그 암반내의 탐사로의 응용을 목적으로 하고 있다. 1장에서는 종래의 연구 문제점을 지적하고, 본논문의 의의및 목적을 기술하였다. 2장에서는 폭파공내에서의 폭약의 폭굉현상의 메카니즘을 명확히 하기 위해 먼저 폭굉 현상의 계측방법에 대해서 검토하고, 저항선 플러그에의한 爆速連續計測法과 알루미늄판 및 납판에 의한 폭흔관측에서 폭약의 폭굉상태를 평가하는 수법을 확립했다. 3장에서는 실제적인 복수발파공에서의 단발발파를 상정하고, 가압상태에서의 폭약의 폭굉현상에대하여 검토했다. 4장에서는 정기폭과 역기폭에 있어서 기폭법의 차이에 의한 발파효과와 안정성에 대하여 검토했다. 5장에서는 정밀기폭의 기초적연구로서, 뇌관의 기폭시간을 보다 정밀하게 제어하는 기폭법의 확립과 그 방법에 의한 진동.비석제어에 대하여 검토했다. 6장에서는 개발한 정밀기폭법의 응용예로서 암반의 탄성파탐사기술로의 이용을 다루었다.
