  • Economic Perspectives on Health Disparities

    This symposium, presented by the Office of Behavioral and Social Sciences Research (OBSSR) and the National Center on Minority Health and Health Disparities (NCMHD) at the National Institutes of Health (NIH), hopes to expand our understanding of the economic implications of racial and ethnic health disparities in the U.S. and ultimately, to encourage research activities in this area. Papers by leading economists and policy analysts will be presented, each of which is directed toward estimating an aspect of the economic consequences of racial and ethnic health disparities. Presenters will include Kevin Murphy, Robert Topel, John Bound, David Meltzer, and Jos챕 Escarce. We hope that this symposium will highlight the importance of eliminating disparities by attempting to estimate the likely enormous costs to society.

    The RAC is a technical committee whose goal is to consider the current state of knowledge and technology regarding recombinant DNA. This includes review of human gene transfer trials, and an assessment of the ability of DNA recombinants to survive in nature and the potential for transfer of genetic material to other organisms. It also considers hypothetical hazards and methods for monitoring and minimizing risks. Approximately one-third of the 15 members do not have scientific expertise but represent public interests and attitudes. This balance is intended to provide a forum for open public debate of social and scientific issues attendant to recombinant DNA research. The RAC has been overwhelmingly successful in achieving this goal.

    The Louis Stokes Laboratories, NIH Building 50, is a new six-story building that will house advanced scientific projects conducted by at least 9 of the NIH Institutes and Centers. The building is named after The Honorable Louis Stokes, a former representative of Ohio in the U.S. House of Representatives, an enthusiastic supporter of biomedical research, and a champion for eliminating health disparities in the nation's minority, poor, underserved, and disadvantaged communities.

    Hosted by the NIH Office of the Director, the National Heart, Lung, Blood Institute, the National Institute of Allergy and Infectious Diseases, the National Institute of Arthritis and Musculoskeletal and Skin Diseases, the National Institute of Diabetes and Digestive and Kidney Diseases, the National Institute on Deafness and other Communication Disorders, the National Cancer Institute, the National Human Genome Research Institute, the National Eye Institute, and the National Institute of Dental and Craniofacial Research.

    The theme for the observance will be "Celebrating Pioneers - Standing on the Shoulders From the Past." Roger Wilkins, LL.B., writer, historian, and civil rights activist, will serve as the keynote speaker. He has a distinguished journalism career and has written for both the New York Times and The Washington Post. While on the editorial page staff of The Washington Post, he shared a Pulitzer Prize in 1972 for Watergate coverage with Woodward, Bernstein and Herblock.

    Also, as part of the program, Mr. Bill Grimmett will perform as a character actor portraying Benjamin Banneker, the African American scientist, astrologer and surveyor of the Nation's capital.
