Federal Research and Development for Counter Terrorism: Organization, Funding, and Options 스크랩

In reports prepared before the September 11 terrorist attacks, expert commissions, the General Accounting Office (GAO), and other authorities questioned whether the U.S. government was prepared adequately to conduct and use the R&D that would generate scientific and technological advances to prevent and combat terrorism. This report focuses on that issue, with an emphasis on governmental organization to determine appropriate R&D priorities, funding levels, and policy. Federal agency funding and organization for counter terrorism R&D are described and recommendations for improvement made in authoritative reports are summarized. The final sections of the report identify issues to consider when assessing the evolving governmental structures to coordinate counter terrorism R&D.

Navy Dd(X) Future Surface Combatant Program: Background And Issues For Congress 스크랩

On November 1, 2001, the Navy announced that it was replacing the DD-21 destroyer acquisition program with a restructured program, called DD(X), for developing a family of surface combatants (rather than a single class of destroyers) in coming years. Under the Navy's plan, the two industry teams that were competing for the DD-21 program would now compete for the DD(X) program, with a winning team to be selected on April 30, 2002. The DD(X) program raises potential issues for Congress regarding the rationale for ending the DD-21 program, the potential impact of the DD(X) program on the shipbuilding industrial base, the Navy s proposed acquisition strategy for the DD(X) program, and future Navy capabilities. Similar legislation has been introduced into the 107th Congress. In assessing this legislation, several policy issues arise. For example, is the current status of broadband deployment data an adequate basis on which to base assistance premature, or do the risks of delaying assistance to underserved areas outweigh the benefits of avoiding federal intervention in the marketplace? And finally, if one assumes that governmental action is necessary to spur broadband deployment in underserved areas, which specific approaches, either separately or in combination, are likely to be most effective.

Among the issues facing the 107th Congress are whether to maintain high performance supercomputers export controls by using Million Theoretical Operations Per Second (MTOPS), revise them by using a benchmark other than MTOPS, or completely eliminate control in recognition of the worldwide availability of the technology and rapid technological innovation. The events of September 11, 2001 may affect congressional debate on HPC export controls as the United States reviews its national security concerns and political alignments.

V-22 Osprey Tilt-Rotor Aircraft 스크랩

Congress has supported the V-22 as a new technology with multi-service military applications as well as civilian uses, since derivatives of this tilt-rotor aircraft could be used in civil aviation with commercial and foreign sales implications. Proponents argue that it can replace aging helicopters in all four services with a multi-purpose aircraft that has more capability. Critics question its military value and affordability at a time of reduced defense spending and argue that its performance would not be worth the cost of developing and producing this tilt-rotor aircraft.
