Technology Transfer : Use of Federally Funded Research and Development 스크랩

Congress has established a system to facilitate the transfer of technology to the private secotr and to state and local governments. Despite this, use of federal R&D results has remained meager although htere has been an increase in private secotr interest and activities. Critics argue that working with the agencies and laboratories continues to be difficult and time-consuming. Proponents assert that while the laboratories are open to interested parties, industry is making little effort to use them. The Administration has made expanded use of federal laboratories and industry-government cooperation integral parts of its technology policy. At issue is whether additional legislation is necessary to encourage increased technology transfer or if the responsibility now rests with the private secotr to use the available resources.

Achieving Sustainability-poverty elimination and the environment 스크랩

This paper looks at the ways the international community might attempt to meet the International Development Target for the environment, as part of the wider goal of sustainable development. Most environmental trends are advrse, with significantn detrimental impacts on the health and livelihoods of poor people. There are many misconceptions regarding the links between poverty and the environment. This paper argues that progress towards meeting the International Development Target can make a significant contribution to a sustainable reduction in the number of people living in absolute poverty.

This paper presents a strategy for theh achievement of human rights and fundamental freedoms of poor people. Section one of the paper explaiins why the human rights framework is central to the achievement of the International Development Targets. The Universal Declaration of Human Rights sets out all people's human rights. Section two describes the international human rights framework. Section three considers recent experience in efforts to improve the human rights situation of poor people and identifies some key lessons learnt by the internaional community in seeking to promote human rights. This seciton also considers the responsibilities of nonstate parties, including the private sector. Section four identifies the actions required by the international community to ensure that development enables all people to be active citizens with rights, expetations and responsibilities. Section five is concerned with priorities for DFID in supporting this agenda. Section six considers how to measure profress against our priority objectives and looks at the various means available at the international and national levels, including the Treaty Monitoring Bodies, national statistical institutions and participatory human rights assessments.

of the 70 agencies' principal web sites that they reviewed on april 14, 2000, 69 had privacy policies on their principal web sites, and 1 did not. In addition, of the 69 agency web sites, 2 had privacy policies that they determined were not clearly labeled and easily accessed. thus, 67 of the 70 agency principal web sites they reviewed had privacy policies that were clearly labeled and easily accessed. this apperable to be considerable progress from a 1999 survey of selected fedral home pages by a public interest group.

The paper concentrates on the economic aspects of poverty reduction and sets out a strategy for achieving increased economic well-being for poor people. The empowerment of women is an essential precondition for the elimination of world poverty and the upholding of human rights. This goal is recognised in the internationally agreed set of development targets which provide the core ramework for DFID's programme. This paper sets out the reasons why women's empowerment is a precondition for poverty eradication, and the steps DFID proposes to take in making its contribution to the achievement of this goal. The strategy set out in this paper is broad-based, and the framework for measuring progress towards the achievement of the specific objectives to which DFID is committed is necessarily broad too.
