Congress continues to debate NASA’s plan to build a permanently occupied space station. Controversial since its inception in 1984, the space station, called Freedom for many years, was redesigned several times. Since 1993, it has been called International Space Station Alpha, but the Alpha part has been dropped and it is now the International Space Station. Questions about the program include why a space station is needed, why it is needed now, what scientific research can be conducted there, how many jobs are involved, the credibility of NASA’s current program plan, and the degree to which it is dependent on Russian participation.

Airborne Intelligence, Surveillance & Reconnaissance(ISR) : The U-2 Aircraft and Global Hawk UAV Programs 스크랩

Both Congress and DOD face important decisions regarding the current and future mix of U.S. airborne intelligence, surveillance, and reconnaissance capabilities. An overarching line of inquiry is: Over the next 20 to 30 years, what mix of existing and planned manned and unmanned ISR aircraft can most effectively satisfy DOD’s requirement for timely and accurate information on enemy forces? An important immediate issue to be resolved is how to best introduce Global Hawk platforms into the U.S. ISR inventory and at what pace, relative to planned or unplanned U-2 attrition. Key concerns are whether manned aircraft can be completely replaced by UAVs, the time that it will take to integrate the Global Hawks into the operating force structure, and the availability of adequate funds to support the acquisition of Global Hawks without compromising vital operational capabilities for an extended period.

Magnetic Fusion : The DOE Fusion Energy Sciences Program 스크랩

For more than 40 years, the U.S. has been trying to harness the energy source of the hydrogen bomb to produce electricity. Controlling fusion, the nuclear reaction that powers the sun, requires confining and heating deuterium and tritium nuclei to the point where they will collide producing nuclear energy in a sustained, regulated way. One path to this goal, called magnetic fusion energy, is to use very strong magnetic fields to confine a deuterium and tritium plasma while heating it to fusion temperatures.

The National Ignition Facility : Management, Technical, and Other Issues 스크랩

The U.S. Department of Energy is building a very large laser facility at Lawrence Livermore National Laboratory that is designed to simulate the behavior of nuclear explosions. This project, the National Ignition Facility, is a key element of the Administration’s program to maintain the nation’s nuclear weapons stockpile in the absence of nuclear testing. Recent problems with the NIF project that are likely to result in a major cost increase have sparked new controversy about the project. This report describes the background of the NIF and presents a detailed assessment of the major managerial and technical problems facing the project.

DOE's Civilian Information Technology Program 스크랩

This report summarizes the civilian information technology (IT) program of the Department of Energy (DOE)-the Advanced Scientific Computing Research (ASCR) program-and discusses it in reference to DOE's defense-related IT program and other federal IT programs. ASCR, in DOE's Office of Science (SC), supports other SC programs that require advances in scientific computing, i.e., Basic Energy Sciences. Biological and Environmental Research, Fusion Energy Sciences, and High-Energy and Nuclear Physics. For FY2001, DOE requests $182 million for ASCR, a $54 million increase over FY 2000 comparable funding. The conference report on the FY2001 Energy and Water Development Appropriations bill includes $170 for ASCR . In a statement on October 2, 2000, the President said that he would veto the measure(for a reason unrelated to IT). Because ASCR supports other DOE programs, some observers have urged Congress to evaluate how funding for ASCR at this level lmay affect other programs in DOE's Office of Science or in DOE's defense- related computer program(ASCI). This report will be updated as events warrant.

Army Aviation : The RAH-66 Comanche Helicopter Issue 스크랩

Although it has been a high priority Army program, a number of factors have complicated the RAH-66 Comanche program. Since its inception, the program has been restructured several times?postponing the initial operational capability (IOC) and increasing overall program costs. Presently, there is debate within the Army regarding whether the program should be reduced significantly to make funds available to pursue other modernization priorities.

F-22 Raptor Aircraft Program 스크랩

Some question the need for aircraft such as the F-22 at a time when the production of comparable aircraft in other countries is in doubt. Others argue that the F-22 should be developed to counter long-term threats of more advanced air defenses by potential enemies as well as to maintain the U.S. position in aviation technology and production. The airframe will be produced by Lockheed in Marietta, GA, and Ft. Worth, TX, with the Pratt & Whitney engines produced in West Palm Beach, FL.

V-22 Osprey Tilt-Rotor Aircraft 스크랩

Congress has supported the V-22 as a new technology with multi-service military applications as well as civilian uses, since derivatives of this tilt-rotor aircraft could be used in civil aviation with commercial and foreign sales implications. Proponents argue that it can replace aging helicopters in all four services with a multi-purpose aircraft that has more capability. Critics question its military value and affordability at a time of reduced defense spending and argue that its performance would not be worth the cost of developing and producing this tilt-rotor aircraft.
