this report explore the complex issues that are most relevant to the developmnet of such quality assessment mechanisms, using the experience and insights of fellows of the Royal Academy of Engineering and the advice of international experts. It concludes that excellence in engineering is idenfied by five Characteristics - including, but not limited to, the quality of published research finding - and that it is in the combination of these characteristics that excellence in engineering is to be found. No single measure of quality can be used in isolation to present the true picture. Policymaker must recognise and asses these five characteristics if they are to simulate successfully the engineering activities that impact beneficially on wealth creation and quality of life in the UK.

This is the fifth volume of the NIMC Annual Review, a report on the research activities of the National Institute of Materials and Chemical Research (NIMC). The basic approach at NIMC is to explore all possible aspects of materials and chemical substances. The research activities cover a wide range of chemistry and materials science and technolgy, i.e., analytical and theoretical chemicstry, organic chemistry, inorganic and composite materials, polymer science and engineering, catalysis technology, and process engineering.
