this annual report contains information on federal funding of the research and development(R&D) components of agency programs, as proposed by the administration for FY 2000. R&D data in this report are classified into the same federal budget function categories used in the budget of the United States Government, FY 2000. Proposed FY 2000 funding levels are for budget authority , which is the basis for initial congressional action. In future Budget Function report, these data will be revised to reflect congressional appropriation and actual program funding decisions.

this paper examines the employment and education patterns of recent science and engineering graduates to determine whether the graduates are staying in science and engineering or shifting to other fields. it especially focus on those students with best academic records to determine whether they are being retained in science and engineering. the retention of the best students may be an indicator of future accomplishment in science and engineering.
