This Paper examines three distinct starting points for a U.S. response to the U.N. Framework Convention on Climate Change(which the U.S. has ratified) and the subsequent Kyoto Protocol(for which U.S. ratification is pending). The three perspectives are technological, economic, and ecological. The analysis articulates the implications of the differing perspectives to help clarify terms of debate among diverse policy communities. This paper will not be updated. Proposals to increase competition in the electric utility industry involve segmenting electric functions(generation, transmission, distribution) that are currently integrated(or bundled) in most cases(both in terms of corporate and rate structures). This report identifies five basic issues this effort raises for the Congress to consider as the debate on restructuring proceeds. These are: Who should determine the boundaries and pace of restructuring efforts? How should transitional issues be handled? How should the market be structured to ensure a smooth operating electric system in its hybrid competitive-regulated form? How should the electic utility industry be structured or restructured to encourage and safeguard a more competitive system? How should non-economic regulatory factors be integrated into the envisioned hybrid system? Overall, Congress may wish to consider whether the time is ripe for federal intervention in the continuing evolution of the electric utility industry or whether a "wait ane see" attitude toward state proceedings is more appropriate. Separately, Congress may wish to consider whether certain impacts of restructuring, such as air pollution, should be addressed as part of the restructuring debate, or in the legislative context in which those concerns arise.

Several electricity industry restructuring bills propose to eliminate the Public Utility Regulatory Policies Act(PURPA), which has been key to the growth of renewable power facilities. Bills intended to ensure a continuing role for renewable energy sources have been introduced in the 106th Congress that include some combination of a renewable energy portfolio standard(RPS), a public benefits fund(PBF), and/or an information disclosure requirement that supports "green" pricing and marketing of renewable power. Some states and electric utility companies have already instituted such measures. Debate is focused on whether there should be a federal role in restructuring generally and in creating incentives for renewables specifically. This report, updated as needed, provides a brief overview of the debate over renewable energy provisions in federal legislation to restructure the electric power industry. China leads the world in coal use and CO2 emissions from coal. Coal Use in China and other Asian developing countries is expected to increase significantly over the next 20 years. The 1997 Kyoto Agreement on global climate change imposes binding reductions in emissions of CO2 and other major "greenhouse gases" on developed nations, but not on China and other developing nations. With China's CO2 increase projected to surpass U.S. emissions by 2020, the Clinton Administration says it will not send the agreement to the Senate for advice and consent without "meaningful participation" by developing countries. This report discusses the factors behind China's planned reliance on coal for future energy growth and provides statistics on coal use and CO2 emissions in Asia.
