This CRS report focuses on the Spallation Neutron Source(SNS), a new Department of Energy-funded research facility, which is scheduled for construction at the Oak Ridge National Laboratory in eastern Tennessee. The facility is intended to generate and use pulsed neutron beams to study the structural properties of a wide range of materials. The report describes the SNS's management, project costs, schedule, site selection, and funding, and discusses issues raised by some conngressional critics of the project, such as management problems, potential cost overruns, and schedule delays. Technical information about the project as well as excerpts from relevant legislation are appended. The report will be updated as appropriate.

This report briefly describes the content and objective of the Department of Energy civilian and defense R&D programs, the FY1999 budget request for each of those programs, and congressional appropriations and authorization actions. It then discusses several issues that emerged during congressional consideration of the DOE budget including the Climate Change Technology Initiative, the nuclear energy research initiative, the fusion energy sciences program, the spallation neutron source, and the stockpile stewardship program, and how those issues were dealt with by Congress for FY1999. This report should provide an useful overview of the DOE R&D programs, their FY1999 appropriations andauthorization history, and the potential implications of those actions. The current version of this report is the final one for 1998. A new report will be prepared for the FY2000 budget cycle.

Concerned about the security of nuclear warheads in the former Soviet Union, the Clinton administration souht ways to verify the elemination of non-deployed Russian warheads. One approach, directed by the U.S. Department of Energy, is to develop technologies to monitor the dismantlement of these warheads. Two constraints shape these technologies. Monitoring technologies must give inspector sufficient confidence that a warhead is actually dismantled and that its components are not reused for new nuclear weapons. Yet, to protect nuclear weapon design information, inspectors must not be able to directly observe the disassembly of warheads or to conduct measurements on warheads that would reveal classified information. This report describes technologies for a possible nuclear warhead dismantlement regime between the United States and Russia. The report will be updated as appropriate.

This report, a revision of an earlier CRS review of DOE programs, consists of an introductory discussion of the agency and its mission as a whole, and a description of its major programs as independent entities. The report analyzes the effect of proposed legislation on the nuclear weapons program; on the original mission of the department-enhancing energy security; and on DOE's energy R&D, basic research and environmental restoration programs. The report will be updated as events warrant.

This report provides an overview of the findings and recommendations of the House Select Committee on U.S. National Security and Military/Commercial Concerns with the People's Republic of China as they relate to satellite launches, high performance computers, and management of Department of Energy(DOE) laboratories. The Select Committee, often called the "Cox Commettee" after its chairman, Representative Christopher Cox, released an approximately 900-page, three-volume unclassified version of its report on May 25, 1999. This CRS report also provides background information on the satellite, computer, and DOE laboratory management issues to set the Cox commettee findings and recommendations in context. This report will not be updated. CRS Issue Brief IB93062, Space Launch Vehicles: Government Requirements and Commercial Competition, and CRS Issue Brief IB10036, Restructuring DOE and Its Laboratories: Issues in the 106th Congress contain updated information on legislative activities resulting from the Cox committee recommendation on satellites and DOE laboratory management, respectively, CRS Report RL30220, China's Technology Acquisitions: Cox Committee's Report-Findings, Issues, and Recommendations, provides an overview of the entire Cox committee report.
