    Section 302 of the Medicare Modernization Act of 2003 (MMA) established requirements for a new competitive bidding program for certain Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS). The MMA requires that competitive bid payment amounts be used to replace the current Medicare DMEPOS fee schedule payment amounts for selected items in selected areas. The competitive bid payment amounts are determined by using bids submitted by DMEPOS suppliers. The intent of the competitive bidding program is to set more appropriate payment amounts for DMEPOS items, which will result in reduced beneficiary out-of-pocket expenses and savings to taxpayers and the Medicare program. The Medicare Improvements for Patients and Providers Act of 2008 (MIPPA), enacted on July 15, 2008, made limited changes to the Medicare Durable Medical Equipment, Prosthetics, Orthotics and Supplies (DMEPOS) Competitive Bidding Program, including a requirement that competition to re-bid Round 1 occur in 2009. On January 16, 2009, the Centers for Medicare & Medicaid Services (CMS) issued an interim final rule with comment period that incorporates into regulations only those provisions of MIPPA related to the DMEPOS competitive bidding program that are self-implementing and necessary to conduct the Round 1 rebid competition in 2009. That rule became effective on April 18, 2009.

The two foundations formed the Army of Women, a program with a goal of getting one million to sign up to help advance breast cancer research. Dr. Susan Love will speak about this program and how it can benefit research.

    Dr. Susan Love???s goal for the Dr. Susan Love Research Foundation is to eradicate breast cancer within our lifetime. She is known worldwide as one of the founding mothers of the breast cancer advocacy movement and sits on the Boards of the National Breast Cancer Coalition, and the Medical Advisory Board of Young Survival Coalition. She is currently the President and Medical Director of the Dr. Susan Love Research Foundation, and founder and board member of Windy Hill Medical, a breast cancer prevention company.

    The HHS Office of the Chief Information Officer is presenting its second in a series of IT Workforce Summits on the July 21, 2009. The seminar is titled ???E-Discovery, Risk Management and a Culture of Change at HHS.??? The focus of the seminar is on information management and the law, specifically current trends and issues of electronic records discovery and Web 2.0. The HHS Office of General Counsel is co-hosting the event. The HHS Acting General Counsel, Mr. David S. Cade, agreed to provide opening remarks and to introduce the speakers. The goal of the OCIO is to continue the partnership developed with OGC on the Records Management Integrated Project Team, by establishing a joint HHS records management and legal work group to review current legal business processes for record management and litigation holds.

    10TH Annual Advances in Cancer Prevention Lecture

    This keynote lecture is part of the Summer Curriculum in Cancer Prevention and is sponsored by the Cancer Prevention Fellowship Program, a structured postdoctoral training program in the Center for Cancer Training at the National Cancer Institute. The goal of this program is to provide a strong foundation for physicians and scientists to train in the field of cancer prevention and control.

    Dr. Olopade is an internationally renowned leader in the field of clinical cancer genetics at the University of Chicago Pritzker School of Medicine. She is the Director of the Cancer Risk Clinic, Associate Dean of Global Health, and Professor with the Human Genetic Department and the Section of Hematology Oncology. Her research has focused on why women of African descent tend to get breast cancer earlier, and with greater severity than their United States and European counterparts. Dr. Olopade has conceptualized ground breaking discoveries about breast cancer through an interdisciplinary approach, leading to the development of treatment plans based on individual risk assessment for breast cancer patients on a case by case basis. Dr. Olopade has received numerous honors and awards which include: James S. McDonnell Foundation Scholar Award, the Doris Duke Distinguished Clinical Scientist Award, MacArthur Fellowship ???Genius??? Award and Walter L. Palmer Distinguished Service Professorship. Most recently Dr. Olopade was inducted into the Institute of Medicine of the National Academy of Sciences. This prestigious honor recognized her prominence as an international leader in cancer genetics and breast cancer research.

    Environmental Protection and Federally-Supported Grant and Contract Activities

    NEPA is the National Environmental Policy Act. The Act ???requires Federal agencies to consider the probable environmental consequences of all federally supported activities.??? This applies to grants, cooperative agreements, contracts, etc. Federally supported activities can fall under the following levels of NEPA review: 1) Categorical Exclusion, 2) Environmental Assessment (the project must be surveyed for potential impacts), or 3) Environmental Impact Statement. Each grant, cooperative agreement, contract etc must be individually evaluated. The ARRA requires adherence to NEPA and requires a high level of reporting. The purpose of this staff training is to raise awareness of NEPA requirements and to inform staff about how adherence to NEPA can be documented and reported.

    Is the Pharmaceutical Industry Ready for Personalized Medicine?

    The purpose of this meeting is to announce and define the goals, process and procedures for the NCI???s Experimental Therapeutics (NExT) Program and of the newly created Chemical Biology Consortium (CBC). The Division of Cancer Treatment and Diagnosis (DCTD) and the Center for Cancer Research (CCR) are working in close collaboration to reinvigorate cancer drug development at NCI. Through a joint early therapeutics development program, extramural and intramural teams have prioritized a pipeline of NCI-driven targeted therapeutics for development. This program, called the NCI Experimental Therapeutics (NExT) program, combines the strengths of DCTD???s extensive expertise in anticancer drug development with CCR???s dynamic in-house research and its location within state-of-the-art facilities at the NIH Clinical Center. To further augment the discovery efforts of the NCI, DCTD is creating the Chemical Biology Consortium to enable the use and development of ultra-High Throughput Assays related to targets of interest for the purpose of developing hits that can then be optimized through iterative cycles of medicinal chemistry during the progression from in silico to in vitro to in vivo studies to define the anti-tumor activity of these new molecular entities.

    After receiving his Ph.D. from Yale University with Don Engelman and Steve Smith in 1995, Dr. Arkin remained for one year at Yale for postdoctoral training with Axel Brunger. From 1997-2000, Dr. Arkin worked as a Lecturer at the University of Cambridge (UK) before becoming an Associate Professor at the Hebrew University of Jerusalem. He was a visiting scientist at DE Saw Research from 2005-2006, and was promoted to Full Professor at the Hebrew University in 2005. Since 2008, he has been Head of the Life Sciences Institute at the Hebrew University.

    Dr. Arkin???s seminar entitled ???Membranes, the flu and in between??? will cover the following three interrelated topics: The fundamental reason why transmembrane helices are so hydrophobic. Here we show that the reason for their extreme hydrophobicity is not the physical constraints of the lipid bilayer but rather the specificity of the secretion apparatus. How the influenza M2 H+ channel is gated. Here we have unraveled the rotation-based gating of the channel using unbiased restraints from linear and 2D IR spectroscopy. We also present a simple approach to identify new blockers against the channel.

    Mechanism of cation specificity of Na+/H+ antiporters. Surprisingly, computational analysis has showed that the Na+ specificity of the pump over K+ does not take place at the binding stage. Experimental data corroborate this conclusion, providing new insight into the how the protein can discriminate between two very similar cations.

The forum disseminates information on advances, gaps, and current issues related to health disparities research. It features national and international health disparities research experts including many who are funded by the NCMHD, the other NIH Institutes and Centers, and federal agency partners. The theme for the July seminar series is the social determinants of health.

    Place matters: where we live, work, study and play is critically important for health ??? and more so for children. This presentation will summarize research on the negative effects of racial and socioeconomic segregation on health, and highlight some of the challenges and opportunities in applying research to policy and practice to address health inequities and improve health opportunities.
