Navy CVNX Aircraft Carrier Program: Background and Issues for Congress 스크랩

The Administration's Proposed FY2003 defense budget requests $243.7 million in advanced procurement funding for CVNX-1, an aircraft carrier that the Navy plans to development funding for the ship. The Navy plans to gradually evolve the design of its aircraft carriers by introducing the new technologies into CVN-77 (an aircraft carrier procured in FY2001), CVNX-1, and CVNX-2(a carrier planned for procurement around FY2011). The Navy estimates that CVNX-1 will cost $2.54billion to develop and %7.48billion to procure, bringing its total acquisition(development plus procurement_ cost to &7.19billion to procure, for a total acquisition cost of $8.78 billion to develop and Board task force is currently assessing how aircraft carriers should serve the nation's needs in the 21 century: it is to report its findings by the end of March 2002. This report will be updated as every warrant

Among issues facing Congress are: the use of foreign launch vehicles for U.S.-built satellites, what else could or should be done to facilitate the U.S. commercial ELV industry, development of future U.S. launch systems and technology, and space shuttle safety. Given current budget constraints, issues relating to the space program and balancing funding between NASA and other national priorities are expected to be difficult to resolve.

Some question the need for aircraft such as the F-22 at a time when the production of comparable aircraft in other countries is in doubt. Others argue that the F-22 should be developed to counter long-term threats of more advanced air defenses by potential enemies as well as to maintain the U.S. position in aviation technology and production. The airframe will be produced by Lockheed in Marietta, GA, and Ft. Worth, TX, and by Boeing in Seattle, WA, with the Pratt & Whitney engines produced in West Palm Beach, FL.

Federal R&D funding priorities have shifted over time, reflecting Presidential preferences and national priorities. Defense R&D predominated in the 1980s but decreased to about 50 percent or less of total federal R&D in the 1990s, reflecting the Clinton Administration policy. In nondefense R&D, space R&D was dominant in the 1960s; energy R&D joined space as a priority during the 1970s; and since the 1980s, health R&D funding has grown as the cohort of aged population increases and the promise of life sciences and biotechnology affects national expectations.

The Department of Education, Training and Youth Affairs (DETYA) aims to be the Minister’s first choice for impartial, innovative and comprehensive policy solutions. Our vision is to attain excellence in helping all Australians achieve in a learning society. Accordingly, our information collection, research, analysis and dissemination both internally and to appropriate stakeholders needs to be of the highest quality. We need to use our research and evaluation to monitor and maximise outcomes within and across programmes. With these ends in view we publish the Corporate Research and Evaluation Strategy 2000?001, which is intended to set principles and directions for DETYA research and evaluation for the next two years. The theme of the strategy is openness ?a critical means of accelerating transfer of knowledge and the improvement of policy. The strategy will guide the preparation of our annual Research and Evaluation Programme. We invite comment on the strategy from our partners in the provision of education, training and youth services and from the research community. Part 1 of the strategy defines our research and evaluation principles and directions. Part 2 outlines how we will put these into effect.
