The 107th Congress is addressing a broad range of civilian, military, and commercial space issues. International cooperation and competition in space are being affected by the world economic situation and the post-Cold War political climate. President Clinton's 1993 decision to merge NASA's space station program with Russia's is symbolic of the dramatic changes, and the risks.

The National Institute of Standards and Technology : An Overview 스크랩

The National Institute of Standards and Technology (NIST), a laboratory of the Department of Commerce, was a major player in the Clinton Administration's strategy for civilian technology investment. However, the 104th Congress cut funding levels 18% between FY1995 and FY1997. In FY1998, this trend was temporarily reversed when the NIST budget increased 20% primarily due to additional financing for construction. FY1999 appropriations were 5% below the previous year, while FY2000 support remained constant. In FY2001, the NIST appropriation decreased 6% to $598.3 million as a result of fewer construction dollars. For FY2002, P.L 107-77 funds NIST at $674.5 million, 13% above the prior fiscal year. Included in this is a 27% increase in support for the Advance Technology Program (ATP). The Bush Administration's FY2003 budget requests $577.5 million for NIST， 15% below the current appropriation. While in-house research and development would increase 23%, wupprot for ATP would decline 35%. Funding for the Manufacturing Extension Partnership would decrease 89% as the Administration recommends withdrawal of federal funds from those centers in operation more than 6 years.

Legislation was introduced in the 106th Congress that sought to accelerate broadband deployment in rural areas by providing loans, grants, or tax credits to entities deploying broadband technologies. Similarly, the Administration sought funds in its FY2001 budget request to provide financial assistance for broadband deployment. While no broadband legislation was enacted in the 106th Congress, similar legislation has been introduced in the 107th Congress.

There are numerous potential legislative initiatives available to Congress to affect the Agreed Framework. A certain role for Congress will involve Administration requests for appropriations to help finance the costs of the various benefits to North Korea. Moreover, Congress under law will have to review a prospective U.S.-North Korea nuclear agreement, which the Administration will have to negotiate before light water reactors with U.S. technology can be sent to North Korea.

‘Piezoelectric Materials for the End User’는 압전 재료의 기초, 응용에 관한 의견을 나누고 발표하는 압전 전문학회이다. 압전 재료의 대표적 연구그룹인 스위스 로잔의 Ceramics Laboratory, 미국 Pennsylvania State University의 Materials Research Institute와 유럽의Thematic Network on Polar Electroceramics(POLECER)가 중심이 되어 이루어졌다. 구두 발표는 이 세 연구팀 소속 연구자들을 초청해서 이루어졌고, 압전재료 관련 연구를 하고 있는 미국, 유럽, 일본의 대학 및 연구기관에서 포스터 발표를 맡았다. 학회 사전 등록자는 216명이었으며, 미국, 유럽의 압전 재료 관련 연구자들이 주로 참석하였다. 이번 학회에서는 압전 재료를 이용한 엑츄에이터, 센서, MEMS, 의료용 트랜스듀스, 수중 초음파, 진동 제어를 위한 시스템, 고주파 응용 등에 이르기까지 다양한 내용이 발표되었다.

DOD partially concurred with our first recommendation, stating that the Joint Defense Manufacturing Technology Panel already provides an effective model for how to plan, coordinate, execute, fund, and implement joint ManTech activities. However, DOD acknowledged that more could be done to improve the process for developing joint projects and that it is taking steps to do so. DOD agreed that it needed to develop a more systematic process for determining the results of ManTech projects and will continue efforts already begun in that area.

* Baldrige National Quality Program 3편 * ◆ Education Criteria for Performance Excellence(2000) The concept of excellence built into the Criteria is that of demonstrated performance. Such performance has two manifestations: (1) year-to year improvement in key measures and/or indicators of performance, especially student learning; and (2) demonstrated leadership in performance and performance improvement relative to comparable organizations and/or to appropriate benchmarks. This concept of excellence is selected because: (1) it places the major focus on teaching/learning strategies; (2) it poses similar types of challenges for all organizations regardless of resources and/or incoming student preparaton/abilities; (3) it is most likely to stimulate learning-related research and to offer a means to disseminate the results of such research; and (4) it offers the potential to create an expanding body of knowledge of successful teaching/learning practices in the widest range of organizations. The focus on “value-added“ contributions by your organization does not presuppose manufacturing-oriented, mechanistic, or aditive models of student development.
