Manipulating Molecules : The National Nanotechnology Initiative 스크랩

The Administration has requested $495 million for nanotechnology research, a $225 million increase over FY2000. Nanotechnology is a newly emerging field of science where scientists and engineers are beginning to manipulate matter at the molecular and atomic level. Proponents argue that nanotechnology will lead to a new industrial revolution in the 21st century. Scientists note that nanotechnology is still in its infancy, with large scale practical applications 10 to 20 years away. Congressional concerns center around why the Administration requested such a large increase for the NNI, the extent to which the newly established Nano Coordinating Office can successfully fulfill its multi-agency planning and coordinating responsibilities, and what role the federal government should play in ensuring that nanotechnology fulfill its long-term potential broad-based commercial applicaitons. While the Administration requested an 84% increase for nanotechnology, Congress approved a 56% increase($422 million), or %151 million above the FY2000 $271 million finding level.

As Russia reforms its fighter aircraft industrial base, there appear to be many parallels between their experience and what is happening in the United States in terms of declining domestic demand and pressure for consolidation. By examining the events in Russia’s military aviation industrial base, especially the experience of the Sukhoi and Mikoyan aircraft design bureaus, policy makers in the United States may gain insight into current and forthcoming domestic fighter aircraft industrial base issues.

Space Launch Vehicles : Government Activities, Commercial Competition, and Satellite Exports 스크랩

Among issues facing Congress are: the use of foreign launch vehicles for U.S.-built satellites, what else could or should be done to facilitate the U.S. commercial ELV industry, development of future U.S. launch systems and technology, and space shuttle safety. Given current budget constraints, issues relating to the space program and balancing funding between NASA and other national priorities are expected to be difficult to resolve.

There are numerous potential legislative initiatives available to Congress to affect the Agreed Framework. A certain role for Congress will involve Administration requests for appropriations to help finance the costs of the various benefits to North Korea. Moreover, Congress under law will have to review a prospective U.S.-North Korea nuclear agreement, which the Administration will have to negotiate before light water reactors with U.S. technology can be sent to North Korea.

Congress continues to debate NASA’s plan to build a permanently occupied space station. Controversial since its inception in 1984, the space station, called Freedom for many years, was redesigned several times. Since 1993, it has been called International Space Station Alpha, but the Alpha part has been dropped and it is now the International Space Station. Questions about the program include why a space station is needed, why it is needed now, what scientific research can be conducted there, how many jobs are involved, the credibility of NASA’s current program plan, and the degree to which it is dependent on Russian participation.

Airborne Intelligence, Surveillance & Reconnaissance(ISR) : The U-2 Aircraft and Global Hawk UAV Programs 스크랩

Both Congress and DOD face important decisions regarding the current and future mix of U.S. airborne intelligence, surveillance, and reconnaissance capabilities. An overarching line of inquiry is: Over the next 20 to 30 years, what mix of existing and planned manned and unmanned ISR aircraft can most effectively satisfy DOD’s requirement for timely and accurate information on enemy forces? An important immediate issue to be resolved is how to best introduce Global Hawk platforms into the U.S. ISR inventory and at what pace, relative to planned or unplanned U-2 attrition. Key concerns are whether manned aircraft can be completely replaced by UAVs, the time that it will take to integrate the Global Hawks into the operating force structure, and the availability of adequate funds to support the acquisition of Global Hawks without compromising vital operational capabilities for an extended period.
