Earth observation satellites have been instrumental in the process of developing and enforcing arms control agreements between the United States and the Soviet Union since the 1960s. Commonly referred to as the National Technical Means(NTM) of verification, these highly classified systems have provided the information necessary for negotiating agreements on strategic weapons and troop deployments, and for providing subsequent evidence of the parties' compliance with or breath of the terms of those agreements. A similar function for Earth observation satellites, but on an unclassified and multilateral basis, can be applied to the development and enforcement of regional and global environmental protection agreements. Satellite data have already played a role in the formation of an international consensus for protecting the Earth's ozone layer. The sensor and related data processing technologies, however, are now sufficiently mature and internationally accessible to warrent the expension of their use in the development inforcement of other broad areas of formal environmental protection. Large-scale problems that can be addressed in this way include deforestation, preservation of the polar regions, ocean pollution, and climate change.

This analysis uses key indicators generated from utility invention patents granted under the U.S. patent system which is generally considered to be the best level playing field for quantitative, international technological comparisons. These indicators show that the United States has a clear technological edge in each of the sctors examined-health, advanced materials, automotive, information technology, and express package transportation and logistics(EPTL)-and is not likely to relinquish this leadership to any nation in the near term. Given the strong documented linkage between the strenators bode well for the future of the American economy.
