미국 국가연구개발프로그램 현황 조사 및 AAAS 25주년 R&D예산 관련 기념 세미나 참석 스크랩

ㅇ AAAS의 25주년 행사기간중 우리나라의 기획예산처 담당 국장급에 해당되는 공무원이 정부예산안에 대해 설명하고 정책에 대해 발표하는 증 진지한 논의와 합의과정이 이루어지는 것을 볼 수 있었음 ㅇ 아울러, 각계의 이익단체 및 대학교수들도 참석하고 있고, AAAS측은 수집된 데이터에 대해 내부 사람과 각 소속 단체중 기고자들을 중심으로 역할분담한 다음 그 분석결과 및 정책에 대해 Annual Report 형태로 매년 시리즈물로 발간하고 발표하고 있음 ㅇ AAAS가 우리나라의 과학기술총연합회와 성격상 차이가 있고, 현 KISTEP이 예산사전조정 및 조사/분석/평가 업무를 지원하는 역할을 하고 있는 점에서 AAAS의 역할과 기능에 대해 좀더 심층적으로 살펴보고, 우리 실정에 맞는 형태로 매년 분석결과 및 Report를 발간하고 발표하는 것이 필요할 것임 ㅇ 특히, 선진국의 Tool을 간접적으로나마 경험하고 그 차이점을 파악하기 위해 국제 Colloquium 개최도 검토할 필요가 있다고 생각됨

이 자료는 보안 문서로 등록이 되어 있습니다. 문서를 열람하시기 원하시는 분은 다음의 사용자 암호를 입력하신 후 사용하시기 바랍니다. 사용자 암호 : www.kosen21.org - 본 출장의 목적은 G7 프로젝트인 감성공학기술개발 과제의 진도 관리 및 차기 단계 과제기획에 참고하기 위하여 우선 일본(감성공학이란 단어를 만들어 낸 일본)에서 정의하는 감성공학이 무엇인가 알아보고 연구현장을 방문하여 구체적인 연구과제를 들여다보고자 한데 있었으며 7박 8일간 일곱 군데의 다양한 연구기관을 섭렵하여 수박 겉？기 식으로나마 소기의 목적을 달성하였다. - 그러나 우리 한국의 실정에 맞는 감성공학 연구과제의 발굴, ISO 표준 관련 활동 여부 등이 숙제로 남는다. - 일본과의 연구교류를 활성화시킬 필요가 있음. 예를 들어 구주예공대의 특수생태실험실은 비교적 완전한 시설을 갖추고 있어 한국측이 창조적이고 좋은 실험계획을 마련할 수 있다면 효과적인 공동연구가 수행될 수 있음

미국의 민군겸용기술사업 정책 및 사례조사 스크랩

ㅇ 본 출장을 통하여 미 국방부의 민군겸용기술정책, 제도, 실태 등을 상당부분 파악할 수 있었음. 방대한 규모의 국방 연구개발의 일부로 추진하는 본 사업은 많은 법적 근거와 국방부, 각군본부, 군 연구소 등이 규정된 절차에 의거 일관성 있게 추진하고 있었음. ㅇ 따라서 우리의 경우 여러부처가 공동으로 추진하는데 있어서 어려움은 있으나 단일 법령에 의거 기술개발 외에도 기술이전, 규격통일화, 기술정보교류 등 사업을 추진할 수 있음은 미국의 제도에 비하여 장점으로 비추어졌음. ㅇ 과제목록 및 RFP, 기술개발결과의 활용 등은 인터넷을 이용하여 지속적으로 수집, 우리의 계획 및 추진에 참고할 필요가 있음. ㅇ 본 출장에서 수집한 자료와 토의결과 등을 종합하여 우리의 제도와 비교하여 개선 방향을 도출할 예정임.
