This final report is structured as follows: - Chapter 3 describes the four Endstates; Comments on the key Events and potential "forks in the road"; and reviews possible syntheses of the Endstates - Chapter 4 describes the broad implications on spectrum demand, and the issues posed for spectrum management; identifies future spectrum strategy options; and assesses the desirability of the various options in terms of promoting the RA's objectives and maximising flexibility to address all the future scenarios - Chapter 5 draws together the results, to present our conclusions concerning the implications of convergence for spectrum demand and management. Actions that the RA should consider taking in the short and medium term are identified. The Appendices contain a substantial amount of supporting material on the study's context, approach, working materials and Workshop conclusions, plus our broad-brush quantification of spectrum demand implications.

Endocrine disrupting chemicals(EDCs) 스크랩

This document addresses existing scientific evidence for a number of reproductive and developmental irregularities in humans which have been associated with EDCs(Section 1) and for two well studied examples of inter-sexuality in wildlife(Section 2). Section 3 highlights the difficulties of carrying out risk assessments for EDCs and Section 4 summarises the current legislation. Section 5 recommends further areas of research. Particular attention is drawn to the difficulties of making generalised assumptions based on isolated experiments and the resultant difficulty of developing policy in areas in which scientific understanding is still being developed.

The U.S. Patent and Trademark Office(PTO) has set forth a workable outline for analyzing applications for compliance with the written description requirements. There appear to be significant deficiencies, however, in analyzing the proper relationship of the preamble, transition phrase, and claim body to determinations of genus versus species claims. This determination is particularly critical to the application of the open-ended transition phrase "comprising" to claims involving nucleic acids and amino acids. A number of examples are presented to clarify this relationship. Due to the highly controversial nature of Expressed Sequence Tag(EST) applications related to its potentially devastating impact on the biotechnology community and the relevancy of these written description considerations to the patentability of EST claims employing "comprising" language, the NIH requests that this issue be addressed specifically in the final guidelines.
