Navy Ship Procurement Rate and the Planned Size of the Navy : Background and Issues for Congress 스크랩

The Bush Administration's 2001 Quadrennial Defense Review, submitted to Congress on September 30, 2001, left unchanged, at least for the time being, the plan for a 310-ship Navy approved by the Clinton Administation in the 1997 QDR. The Bush Administration's FY2003-FY2007 Future Years Defense Plan(FYDP), submitted to Congress on February 4, 2002, calls for the procurement of an average of 6.8 new ships per year - less than the 8.9 new ships per year that would be needed to support a 310-ship fleet over the long run. This report will be updated as events warrant.

The National Institute of Standards and Technology : An Overview 스크랩

The National Institute of Standards and Technology(NIST), a laboratory of the Department of Commerce, was a major player in the Clinton Administration's strategy for civilian technology investment. However, the 104th Congress cut funding levels 18% between FY1995 and FY1997. In FY1998, this trend was temporarily reversed when the NIST budget increased 20% primarily due to additional financing for construction. FY1999 appropriations were 5% below the previous year, while FY2000 support remained constant. In FY2001, the NIST appropriation decreased 6% to $598.3 million as a result of fewer construction dollars. For FY2002, P.L. 107-77 funds NIST at $674.5 million, 13% above the prior fiscal year. Included in this is a 27% increase in support for the Advanced Technology Program(ATP). The Bush Administration's FY2003 budget reauests $577.5 million for NIST, 15% below the current appropriation. While in-house research and development would increase 25%, support for ATP would decline 35%. Funding for the Manufacturing Extension Partnership would decrease 89% as the Administration recommends withdrawal of federal funds from those centers in operation more than 6yesrs.

Navy Network-Centric Warfare Concept : Key Programs and Issues for Congress 스크랩

Network-centric warfare (NCW) is the Navy's central concept for organizing its efforts to transform itself for military operations in the 21th Century. NCW focuses on using informaition technology (IT) to link together Navy ships, aircraft, and shore installations into highly integrated networks. It could significantly improve U.S. naval capabilities and lead to substantial changes in naval tactics, doctrine, and organization. Key programs for implementing NCW include the Cooperative Engagement Capability (CEC), the IT-21 program, and the Navy-Marine Corps Intranet(NMCI). Congress has closely followed and expressed concern for some NCW programs, particularly NMCI. This report may be updated if developments warrant.

Navy CVN-77 and CVNX Aircraft Carrier Program : Background and Issues for Congress 스크랩

Congress completed funding for CVN-77, the tenth Nimitz(CVN- 68) class nuclear-power aircraft carrier, in the FY2001 defense budget. The Navy plants to procure its next nuclear- powered aircraft carrier, CVNX-1, in FY2006. The Navy plants to gradually evolve the design ofn its aircraft carriers by introducing new technologies into CVN-77, CVNX-1, and the following carrier, CVNX-2. Congress appropriated $138.9 million in advanced procurement funding for CVNX-1 in the FY2002 defense budget. A Defense Science Board task force is currently assessing how aircraft carriers should serve the nation's needs in the 21th century; it is to report its findings by the end of March 2002. This report will be updated as events warrant.

Navy DD(X) Future Surface Combatant Program : Background and Issues for Congress 스크랩

On November 1, 2001, the Navy announced that it was replacing the DD-21 destroyer acquisition program with a restructure program, called DD(X), for developing a family of surface combatants(rather than a single class of destroyers) in coming years. The Administration's proposed FY2003 defense budget requests $961 million for research and development work on DD(X) technologies. Two industry teams are competing to design the DD(X), with a winning team to be selected on April 30, 2002. The DD(X) program raises several potential issues for Congress. This report will be updated as events warrant.

Military Suppression of Enemy Air Defenses(SEAD):Assessing Future Needs 스크랩

Suppressing enemy air defenses has been a central element of projecting military air power for over 50years. However, several developments suggest that this mission is of growing importance to the Department of Defense(DoD). Some analysts say that the emergence of new technologies and air defenses wil increasingly challenge U.S. SEAD efforts. Marking budgetary judgements on SEAD programs and processes reauires the assessment of complex factors. This report will be updated as events dictate.

Navy Trident Submarine Conversion (SSGN) Program: Background and Issues for Congress 스크랩

The Administration's proposed FY2003 defense budget requests $1,018 million for the Navy's program to refuel and convert four Trident ballistic missile submarines (SSBNs) into cruise-missile- carrying and special operations forces support submarines (SSGNs). The Administration's proposal follows congressional action last year on the FY2002 defense budget to expand the Administration's originally proposed two-boat Trident conversion program into a four-boar program.

The Department of the Navy(DoN) has several efforts underway to transform, or change, U.S. naval forces and prepare them for future military challenges. DoN officials are generally satisfied with the scope and pace of their transformation efforts, but some advocates of defense transformation are not and recommend that current efforts be expanded and accelerated. This report is intended particularly for Members and staffers who cover defense issues, especially U.S. naval forces, defense technology, and long-range military planning.
