Federal Research and Development for Counter Terrorism: Organization, Funding, and Options 스크랩

In reports prepared before the September 11 terrorist attacks, expert commissions, the General Accounting Office (GAO), and other authorities questioned whether the U.S. government was prepared adequately to conduct and use the R&D that would generate scientific and technological advances to prevent and combat terrorism. This report focuses on that issue, with an emphasis on governmental organization to determine appropriate R&D priorities, funding levels, and policy. Federal agency funding and organization for counter terrorism R&D are described and recommendations for improvement made in authoritative reports are summarized. The final sections of the report identify issues to consider when assessing the evolving governmental structures to coordinate counter terrorism R&D.

For more than 40 years, the U.S. has been trying to harness the energy source of the hydrogen bomb to produce electricity. Controlling fusion, the nuclear reaction that powers the sun, requires confining and heating deuterium and tritium nuclei to the point where they will collide producing nuclear energy in a sustained, regulated way. One path to this goal, called magnetic fusion energy, is to use very strong magnetic fields to confine a deuterium and tritium plasma while heating it to fusion temperatures.

This publication confirms the importance of human resource mobility, among and between the private and public sectors, as a carrier for the diffusion of tacit knowledge, at both national and global levels. Based on new empirical evidence, it compares the rates and patterns of mobility of high-skilled labour in a sample of OECD countries, and documents the rapid internationalisation of this form of knowledge flows. It provides guidance for the improvement of a stell-fragile statistical basis given the need for further comparative analysis and policy assessment of this incresingly important factor of innovation performance. The report is published on the responsibility of the Secretary-General of the OECD.

JPEG2000기술은 기존 표준기술보다 율왜곡(rate-distortion), 영상 성능면에서 더 우수할 뿐 아니라 현재의 표준으로 표현할 수 없는 특징이나 기능을 제공한다. JPEG2000의 대표적인 기술 특성으로는 무손실/손실 압축, 무손실 코딩에 내포된 손실, 화소 정확도와 해상도의 점진적인 전송, 비트 에러 그리고 관심영역 (region-of-interest) 부호화의 견고함 등이 있다.
