The Nuclear Energy Agency (NEA) is a semi-autonomous body within the Organisation for Economic Co-operation and Development(OECD), located in the paris area in France. The objective of the Agency is to contribute to the development of nuclear energy as a safe, environmentally acceptable and economical energy source through co-operation among its participating countries. The European Commission(EC) takes part in the work of the NEA. A cooperation agreement is in force with the international Atomic Energy Agency (IAEA). The NEA also co-operates with non-member countries of central and Eastern Europe (CEEC) and the former Soviet Union(NIS). At present NRIs are placed in circumstances different from those during their initial years. Nuclear industries have matured, and many companies are now doing thier own development. Evolution in the public interest in nuclear power has influenced government policies on nuclear matters, and this in turn has affected NRIs. Scientists and technologists who joined NRIs several decades ago are reaching their retirement ages. R&D facilities are becoming due for replacement. NRIs have changed markedly under these new circumstances, and the question arises as to how htese changes may influence the ability to maintain important scientific and technological assets, e.g., R&D facilities and expertise, needed for future R&D in nuclear and other fields. Chapter 1. Introduction 1.1 Background and goals of this study 1.2 Scope of this study 1.3 methodology used and structure of the report Chapter 2. Past trends and the current state of nuclear research institutes 2.1 Creation of NRIs 2.2 Evolution of NRIs in the past 2.3 The current state of NRIs 2.4 Examples - Canada, France, Germany, japan and United Kingdom Chapter 3. Experiences in nuclear research institutes 3.1 External circumstances 3.2 Internal circumstances 3.3 Evolutions in NRIs Chapter 4. Benefits from NRIs Chapter 5. Projections for the future 5.1 Roles of NRIs in the future 5.2 Strategic choices 5.3 Expected circumstances and challenges Chapter 6. Summary and conclusions
