Bookstart is an important project in that it recongnises the central role that parents and carers play ihn their children's intellectual, emotional and moral development. Stories and rhymes lay the foundation for literacy development and much else, including pleasure and quality time shared by adults and their children. This is the second in a series of Book Trust Reports on key aspects of books and reading. The first report examined the provision for and the use of books in schools. This is concerned with pre-school children and the importance of good early experience with books. ◆ Bookstart has been warmly welcomed by professionals and by parents. It has promoted more awareness of books, more reading and more sharing of books with very young children in the wide range of families who received the pack. Significantly more babies had enrolled as library members as a result of the pack. Bookstart also promoted book purchase and book club membership. ◆ Funding should be sought to develop the potential of Bookstart in other geographical remember that funding includes such items as travel, distribution and administration costs, not merely the cost of packs. ◆ Future packs could be usefully supported by appropriate visual material, a purpose-made video and workshops with parents. ◆ In future packs more books appropriate for age and cultural backgruond of babies should be selected. ◆ The beneficial cooperation between Health and Library Services should be given local administrative support. ◆ Future Bookstart projects should be carefully monitored and evaluated. There is a need for a properly controlled study which examines the effect of Bookstart on children up to school entry and beyond.

The OECD has reorganised its communications system to make its work visible and accessible not only to member governments but also through the media and to civil society. The public Affairs and Communications(PAC) directorate was established in 1997 to ensure efficient communication on major issues, events and publications to all of these audiences, and this effort was further strengthened in 2000 by the creation of a PAC committee dedicated to overseeing its work. In 2000, PAC responded to the growing importance of civil society concerns with an OECD Forum where policy-makers, academics, business, labour and civil society could come together to debate issues of concern to all. A second Forum in 2001 will debate sustainable development and the new economy. Continuing reform process has implied changes to OECD's administrative processes. The executive directorate, which oversees the administrative, financial and operational infrastructure, as well as co-ordinating the reform programme and elaborating the programme of work and budget, was streamlined and reorganised in 2000. All support services, including budget and finance, human resources management, operations, information technology and network services, interpretation and translation were consolidated into this directorate.
