European Symposium on Computer-Aided Process Engineering 2001 (ESCAPE11)

ESCAPE2001 yeolim.doc

Electronic Goverment : A Conceptual Overview

  • Harold C. Relyea

During the final decade of the 20th century, a new concept began to emerge in American political and governmental parlance-electronic governemtn. Initially, the term was little more than a general recognition of a confluence of information technology developments and the application and use of these technologies by government entities. Subsequently, it has oftentimes been used as a symbol, an ambiguous reference to both current applications of information technology to governemtn operations and a goal of realizing more efficient and economical performance of government functions. It is a dynamic concept of varying meaning and significance. This report reviews the emerging concept of electronic government, or e- government; describes the policy environment defining and shaping it; and discusses some of the components of e-governemtn implementation. A reading list of related CRS products is included. The report is exploratory, and will be updated as events recommend.

Navy Shipbuilding: Generatl Dynamics' Proposed Acquisition of Newport News Shipbuilding-Issues for Congress

On April 25, 2001, General Dynamics Corporation(GD) of Fairfax, VA and Newport News Shipbuilding(NNS) of Newport News, VA, announced an agreement under which GD would purchase NNS for about $2.6 billion(including assumption of about $500 million in NNS debt). Pending shareholder and federal regulatory approval, the firms expect the acquisition to be completed by the third quarter of 2001. GD currently owns three of six shipyards that build the Navy's major ships. NNS, an independent, publicly traded firm, is the fourth, and the two remaining shipyards are owned by Northrop Grumman. In 1999, GD withdrew a proposal to purchase NNS that the Department of Defense(DoD) did not support due to concerns over the potential effect of the merger on competition. The current GD proposal raises issues for Congress regarding potential savings from the merger and the potential impact on competition in Navy ship acquisition. This report supplements a 1999 CRS report and will be updated as events warrant.
