[Purpose of the report] Climate change is seen as a significant challenge society has to confront in the future. Uncertainly surrounds the scale and nature of the problem, however, and arguments rage concerning its cause and likely effects. Effective policies to deal with the problem are thus difficult to specify with any certainty or conviction, and the role to be played by research and technological development has hitherto been under-valued. The purpose of this report is: - to identify and clarify the ways in which research and technological development policies can play a part in meeting the challenge presented by climate change; - to elaborate on the objectives, scope and content of such policies; - to identify crucial elements which need to be considered in the design of these policies. This Government is modernising Britain. We have already done much to modernise the social fabric. Through budget measures and the agenda set out in the Competitiveness White Paper Our Competitive Future- Building the Knowledge-Driven Economy, we are taking steps to modernise the economy. Science, enginering and technology are integral to fulfilling this promise. Inthe modernising Government White Paper, we undertook to make ues of information technology to improvethe way we conduct our business. A printed publication can only provide a snapshot of spending plans at a particular point in time. This document, the Transportation Technology Plan, identifies the critical rechnology elements of the partnership initiativew\s and activities planned for the 1998-2005 time frame. Since many of the partmnerships are new and will require significant involvement of all lebels of government, industry, and academia, the inplenmentation strategies presented should be viewed as the first step in a longer term process to demonstrate and accelerate the deployment of technology into the transportation system. Although thos document focuses on technology, in many cases non-technological approaches may be equally beneficial to implement. The partnerships fall into two board categories : 1 0those representing exosting, well-established Federal R&D activities; and 2) new efforts requirinf futher definition and interagency coofdination. Both categories require broadened collaboration among goverment, industry, and academia to achieve the improvements in transportation needed both in America and globally in the next Century.
