Cyberwarfare raises issues of growing national interest and concern. Cyberwarfare can be used to describe various aspects of defending and attacking information and computer networks in cyberspace, as well as denying an adversary's ability to do the same. Some major problems encountered with cyber attacks, in particular, are the difficulty in determining the origin and nature of the attack and in assessing the damage incurred.

U.S. Nuclear Weapons:Policy, Force Structure, and Arms Control Issues 스크랩

During the Cold War, the United States maintained nuclear weapons to deter, and if necessary, defeat the Soviet Union. These weapons were designed to deter nuclear attack on the United States, and nuclear, chemical, and conventional attacks on U.S. allies in Europe and Asia. The United States deployed a wide variety of nuclear weapons delivery vehicles and was prepared to destroy large numbers of military, industrial, and leadership targets in the Soviet Union. The United States agreed to restrict the deployment of strategic ballistic missile defenses in the 1972. Anti-ballistic Missilbe(ABM) Treaty. And, although the United States and Soviet Union participated in negotiations to reduce offensive nuclear weapons, these efforts did little to reduce the numbers of deployed weapons during the 1970s and 1980s.

Japan-U.S. Cooperation on Theater Missile Defense : Issues and Prospects 스크랩

Japan is expected to play an important role in the ability of the United States to defend its forces and its Asian allies and frieds against ballistic missiles, but the exact nature and extent of its role remains highly uncertain. Japan is host to the U.S. 7th Fleet on whose Aegis cruisers the U.S. navy plans to deploy a sea-based Theater Missile Defense(TMD) capability. Japan agreed in August 1999 to conduct joint research with the United States on four components of the Navy Theater Wide(NTW) system, but has made no decision about acquiring a TMD capability. Japan's cooperation would be crucial if the United States were to seek to develop an integrated regional missile defense architecture, but even an independent Japanese TMD capability, if it were interoperable with that of the United States, could enhance the ability of U.S. forces to mount an regional anti-missile defense. Since Congress has made the deployment of an "Asian" TMD an important U.S. policy objective, Japan's stance on this issue may be scrutinized by the 107th Congress.

Information security : Challenges to improving DOD's incident response capabilities 스크랩

DOD(the Deaprtment of Defense) officials are aware of these challenges, and the department has undertaken initiatives to address certain of them. Specifically, DOD is (1) drafting a departmentwide incident response plan for internal reivew, (2) developing databases to centrally track cyber incidents and establishing common terminology for reporting cyber attacks across the department, (3) identifying network security gaps and developing procedures for prioritizing systems for security reviews, and (4) considering refinements to its INFOCON system.

The small business innovation research program : SBIR challenges and opprotunities 스크랩

Small businesses have increasingly been recognized as a source of innovation, and one way in which the federal government encourages such innovation is through the small business innovation research program. SBIR sets aside 2.5 percent of federal agencies' R&D budgets for R&D grants to small business. Although the program's budget was nearly $1.2 billion in 1998, SBIR has been subject to relatively little outside review. As part of the STEP's on going project on Government-Industry Partnerships, the Board convened policymakers, academic reserchers, and representatives from small business to discuss the program's history and rationale, review existing research, and identify areas for further research and program improvements.
